I'm Stumped

I'm sure if I can ever accomplish gauge, I'll be able to whip this out in no time. Written pattern calls for a 4.25 hook. on the screen above, it states to use a 4.00 hook. I made a square using each. The 4.25 swatch came out at 5 1/2 inches. I dropped down to a 4.00 hook and crocheted really tight. I have one more round to go but I'm already at 4 1/4 inches. I'd really like to hear from someone else that has made this so they can share their experience with me. Anyone?
