GAUGE:
20 sts + 28 rows = 4 in. [10 cm] in pattern stitch. BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.

I have checked my gauge and this sweater, in a 24 mos size, is wider by about 2" than a 4T sweater from the department store. I knit it once and tore it all out and tried to knit it again more tightly, but it still comes out very large. Very disappointed to have to make it a 3rd time and adjust the number or stitches to make it smaller.
