31 sts = 10" on Size 10.5 needles with double strand of yarn. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. The needle or hook size called for in the pattern is based on what the designer used, but it is not unusual for gauge to vary from person to person. If it takes you fewer stitches and rows to make your swatch, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.

Hooded Baby Blanket Reviewed by Penny Brockelsby on 2014-01-16 *****
I love this pattern. I make the knitted version. I have made many. I have used 2 different colors. This turns out beautifully. I even entered 1 in the State Fair. It won a blue ribbon. I was somewhat surprised since I was competing against very experienced knitters who had made much more difficult patterns. The judge wrote on the comment card "what a clever idea". Thank you, Lion Brand!
