Child's Knitted Sailor Hat
Lion Brand® Lion® Cotton
GAUGE: 9.5 sts and 13 rows = 2" in St st with size 6 needles. BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.

I too have been struggling with the brim but think I know why, now. The instructions do not indicate whether you should slip as if to knit or purl. I assumed it was slip as if to knit.
I happened across something that said you slip as if to knit if you are doing a decrease, otherwise slip as if to purl. I tried it and it has made all the difference. I will have to rip out the brim though and redo it.
I think it will be darling when it's finished.
