GAUGE:
12 sts + 26 rows = 4 in. (10 cm) in Garter st (k every row). BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.
STITCH EXPLANATION:
kfb (inc 1 st) Knit next st without removing it from left needle, then k through back of same st - 1 st inc.
BODY
Cast on 60 (64, 69, 76) sts.
Work in Garter st (k every row) until piece measures 4 1/2 (5, 5 1/2, 6) in. (11.5 (12.5, 14, 15) cm) from beg, end with a RS row. Divide for Fronts and Back
Next Row (WS): K16 (17, 18, 20) sts and place these sts on holder for Left Front; k28 (30, 33, 36) sts and place these sts on holder for Back, k rem 16 (17, 18, 20) sts for Right Front.
RIGHT FRONT
Continue in Garter st on Right Front sts only until Right Front measures 7 1/2 (8, 9, 10) in. (19 (20.5, 23, 25.5) cm) from beg, end with a WS row. Next Row (Buttonhole Row): K2, yarn over, knit 2 sts together, k to end of row. Next 7 Rows: Knit. Next Row: Rep Buttonhole Row. Next Row: Knit. Shape Neck
Next Row (RS): Bind off 8 (9, 10, 12) sts, k to end of row - 8 sts rem.
Work even in Garter st over rem sts until Right Front measures 9 1/2 (10, 11, 12) in. (24 (25.5, 28, 30.5) cm) from beg. Bind off.
BACK
Transfer Back sts from holder to needle. From RS, join yarn and work even in Garter st until Back measures same as Right Front. Bind off.
LEFT FRONT
Transfer Left Front sts from holder to needle. From RS, join yarn and work even in Garter st until Left Front measures 9 (9 1/2, 10 1/2, 11 1/2) in. (23 (24, 26.5, 29) cm) from beg, end with a RS row. Shape Neck
Next Row (WS): Bind off 8 (9, 10, 12) sts, k to end of row - 8 sts rem.
Work even in Garter st over rem sts until Left Front measures same as Back. Bind off.
SLEEVE (make 2)
Cast on 14 (14, 17, 18) sts.
Work 4 (5, 6, 7) rows in Garter st. Next (Inc) Row: K1, kfb, k to last 2 sts, kfb, k1 - 16 (16, 19, 20) sts at end of row.
Rep last 5 (6, 7, 8) rows 6 (6, 6, 7) more times - 28 (28, 31, 34) sts when all incs complete.
Work even in Garter st until Sleeve measures 6 (7, 8, 10) in. (15 (18, 20.5, 25.5) cm) from beg. Bind off.
HOOD
Cast on 45 (48, 51, 54) sts.
Work in Garter st until piece measures 6 (6 1/2, 7, 8) in. (15 (16.5, 18, 20.5) cm) from beg. Bind off.
FINISHING
Sew shoulder seams. Sew in Sleeves. Sew Sleeve seams. Fold Hood in half and seam bound-off edge for top of Hood. Sew Hood to neck edge. Sew buttons to Left Front, opposite buttonholes. Weave in ends.
Tassel
Wrap yarn around 3 in. (7.5 cm) cardboard 20 times. Cut a piece of yarn 20 in. (51 cm) long and thread onto large-eyed blunt needle. Insert needle under all strands at upper edge of cardboard. Pull tightly and knot securely near strands. With crochet hook, chain remaining length of tied strand for about 4 in. (10 cm). Cut yarn loops at lower edge of cardboard. Thread crocheted chain to inside of Hood and knot to secure. Trim Tassel ends evenly.

I'm making this now and am having the exact same issues with the gauge. I'm not a novice knitter, but this has been frustrating. I'm ignoring the pattern and focusing on the dimensions now, and it will be cute. I'm thinking of adding little bear ears to the hood.
