9 stitches + 12 rows = 4 in. (10 cm) in Garter stitch (knit every row). BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.
I made this years ago when I was just picking up knitting again. It was easy, it didn't involve the wrap and turn most short rows do. I, however got impatient and never reached 48". I found the shorter length difficult to wear b/c it wouldn't stay on. So finally I had a stroke of genius and sewed the ends together to make a cowl. Now it wraps without falling off.
