GAUGE:
16 sts = 4 in. (10 cm) in Garter Stitch (knit every row). BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.
NOTES:
Short Rows are another way to add shaping to knitting, without increasing or decreasing. When working short rows, only part of a row is knit before your work is turned. This gradually adds height to one side of the knitting, while the other side is left as is. In the Short Row Scarf pattern, short rows are used to create an interesting scarf that spirals.

For those of us who don't already know how to knit short rows, tried this pattern and simply turned the work and wondered why it wasn't working, here are some helpful videos from youtube to explain how to knit short rows.
