GAUGE:

18 dc + 8 rows = 4 in. [10 cm]; 7 shells = 8 in. [20 cm]. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. The needle or hook size called for in the pattern is based on what the designer used, but it is not unusual for gauge to vary from person to person. If it takes you fewer stitches and rows to make your swatch, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.

I only followed the instructions for the 'cups' and I found them very easy and perfect! It's a very flattering pattern for the breast:) I just continued making rows till the cups were the size that I am comfortable with ie enough coverage.
As for the rest of the garment, I first sc along the straight edge of the cups to join both cups and then continue in chain st till I have a long enough chain to envelope my body before joining to form a ring. Then a few rows of dc to form a firm foundation to work my pattern.
I intend to thread a ribbon or a decorative elastic over the first row of dc so the tank won't sag.
Idea: The original tank enlarges as you work down. Reduce the no of increase rows if you want a more form fitting tank or if you are running out of yarn!
Tip: always try on your unfinished work to see if it is to your liking
