12 sts + 18 rows = 4” [10 cm] in Seed st with larger needles. BE SURE TO CHECK YOUR GAUGE. When you match the gauge in a pattern, your project will be the size specified in the pattern and the materials specified in the pattern will be sufficient. If it takes you fewer stitches and rows to make a 4 in. [10 cm] square, try using a smaller size hook or needles; if more stitches and rows, try a larger size hook or needles.

I cast on 39 stitches, thinking that it was an ex large, it's not even a large.
I loved making it, but as one comment noted, it looks like it would fit a size 10, or smaller.
I knit to tension, but would recommend that one use at least 2 size up needles to make this and I would certainly make it much much larger. Also there is no direction for the button in the photo. I bought three skeins of yarn, but was short about three feet of the edging.
My advice is be careful to the sizing! Be very careful.
