Not Understanding Shawl Crochet Pattern

The pattern isn't complete, or I am not understanding it. Do I make two 60 inch rows and then weave the two together. The pattern doesn't tell me how to start decreasing my rows after I finish crocheting row 60. Your help would be greatly appreciated as I am looking forward to making this shawl. Also I found out that you need to chain 4 then turn, not turn then chain 4. Please confirm this as well for me. Again thank you for your help with this pattern,

Hello Debra - this shawl is worked from the top down with increases on each row to make the triangular shape - there are no decrease rows needed. Once you've worked Row 4 a total of 61 times the shawl will be finished. Regarding the turning chains - some crocheters prefer to do them at the end of the row, like yourself, whereas others do them at the beginning of the row, as stated in the pattern - they produce the same result so you can do them however you like best!
