I too have been struggling with the brim but think I know why, now. The instructions do not indicate whether you should slip as if to knit or purl. I assumed it was slip as if to knit.

I happened across something that said you slip as if to knit if you are doing a decrease, otherwise slip as if to purl. I tried it and it has made all the difference. I will have to rip out the brim though and redo it.

I think it will be darling when it's finished.

I made this to go with a sailor jacket I had knitted.
I found the brim very difficult to knit. The pattern got tighter and tighter on the needles. I finally just doubled the yarn and used a seed stitch. I have been knitting for years, and tend to be an average to loose knitter, so I don't know why this was so difficult.
